During the anti-Japanese war, in Binhai district which was one of the five strategic base areas in Shandong, with the development of the anti-Japanese war, Party, administrative and military organizations were actively established thus a well organized local system formed. Binhai district became a solid fortress in South Shandong in the war.Basingon the changing of the anti-Japanese war, with the establishment and growing of the Binhai anti-Japanese base area, the anti-Japanese local government experienced stages of creation, growing and completing, and some changes which can be summed as four.The first stage is beginning at the breaking out of the war and the end of the year. At this stage a stable effective base area government and local organization were not established. Party organization was the center to direct , Party and government was one body.The second stage, year 1940, was the primary stage of the creation of the Binhai(south Shandong) district anti-Japanese democratic government. The first Branch of South Shandong government, Ju Ri Lin Gan 4-county joint office and some county, district and township were established.The third stage, Jan 1941 till March 1943, is the Binhai anti-Japanese democratic government development stage. A complete Binhai district government organization were formed, Binhai Party committee, Binhai office government, Binhai district congress, Binhai special Army and Junan,Juzhong, Rizhao,Shushui,Ganyu, Linshu, Tancheng and Hailing country ship were formed. Small district ship was established, township level was waived, district direct village.The forth stage, March 1943 till the end of anti-Japanese war, is the Binhai anti-Japanese democratic government stabilizing and completing stage. The dividing time was the acting of the Party leadership. The comparatively stable organization and structure model came into being. Binhai special sponsored by Shandong CPC branch was got the status of Binhai district, Binhai CPC, Office and army were established, under it were 15 country ship such as Jubei,Zhucheng,Rizhao, Junan, Juzhong,Ganyu,Linshu, Tancheng.During the construction of all level of the Binhai anti-Japanese base area, in the sever environment of the war, government at all levels completed the organization and gained capacity of administration while encouraging people to fight the enemy to save the country. Because the anti-Japanese war changing environment, Binhai anti-Japanese base area government organization varied very often in forms and its limits of governing .Binhai district level government experienced Jurilingang 4-county joint office, Binhai special office, Binhai administrative office, and grew as separate strategic area from under central Shandong and South Shandong.And its government structure became clear and gradually Binbei, Binzhong and Binnan special office were formed and together with 15 anti-Japanese democratic government, the government from the district level till village level were completed.This essay reviews the development of Binhai district, all levels of the local Party , administrative and army organization, tries to give the roadmap of the Binhai anti-Japanese base area government construction with many first hand materials.
