Abstract


With the Enhancement ofmanagement mode ofinstitutions ofhigher learning，the current mode of tutor-to-student cannot satisfy our need any more．it has many flaws．Schools should try to change the situation together with parents．To manage and assist students by adopting a certain way that is more efficient Schools should popularize mobile phones．and use it to commute with parents Let mutual concern and management of students become a new management mode．GPRS is a11 interimtechnology form GSM to 3G which would combine mobile communication with data network and make mobile IP services widely used in more fields The parent-tutor communication system based on J2ME divides into Client-mostly used by parents to communicate with school administration system and Server-mostly used by tutors Very basically put，GPRS has one end to mobile users and another to the Intemet and utilizes them to realize on-line communication between parents and tutors through the parent-tutor communication system．Firstly．the thesis introduces briefly the characteristics of J2ME technologyrequired in the process of development system；Secondly，it focuses on the needsanalysis of communicate information system between parents and counselors，and theoverall framework model of client and server；Thirdly．it emphasizes on the detaileddesign process and implementation process of cIient and server；Finally,it describes indetails the garbled question in the application process because ofthe different encodingof client and server．This paper makes detailed analysis to solve the garbage problemand gives a concrete solution
