Abstract

Performance Appraisal of Public Policy is an important area of Government Performance Evaluation. Different from traditional evaluation, the Performance Appraisal of Public Policy highlight the value of services concept and strengthen the public’s satisfaction orientation. Since 1955 , China has enacted and improved the related regulations of Marriage Registration for 5 times. As a law closely related with public interest, it has important theoretical and practical significance on using the performance perspective.According to the idea,processes and direction of the Performance Appraisal of Performance Evaluation, and the logic of "what is the policy--how is the policy - how to perfect the policy" , this paper analyse the marriage registering system from the standpoint of logical theory on the basis of introduction of its Content, characteristics and evolution. Specially, the paper review and reflect the "Marriage Registration Ordinance" in 2003 on the aspect of legal, cultural and ethical. Then in accordance with the the results of a sample survey of marriage Registration parties in Dongguan City, the paper make an comprehensive understanding and judging on the evaluation, expectations and pray of this policy from the perspective of policy accepted. The results of survey show that the overall assessment of publics to the current registration system is relevant high (4.01 , 5-point scale). But each content such as the scores of security, effectiveness, convenience and traditional need to be improved. This policy has more room to improve from the view of policy demand.Based on logic theory evaluation and demand assessment, the author put forward thethinking and recommendations on further improvement of our marriage registration system including marriage programs institution (such as marriage publicity, pre-marital property notary, etc.) and marriage registration system (such as the enhanced normative, establish marriage legislation in order to promote the management and services of marriage on contract spiritual and social care , etc.).From the view of China’s national conditions , marriage is the foundation of the family and the family is the cell of society. According to China’s laws, the legalmarriage must be protected after registration in marriage registration office. But in the real life, people make account of ceremony and ignore the registration under the influence of traditional practice which lead to a custom of using the marriage ceremony to obtain social recognition. This has led to the existence of de facto marriage. If the law blindly deny the effect of de facto marriage, it go against protecting thethe rights of the weak and sustain the overall situation of social stability.Strictly speaking, the policy and institution are two different areassystems and institution often embodied through the policy. But as respect for the formulation (the marriage registration system, regulations, etc.), also reflect the scope of this study -- Performance Appraisal of Public Policy, the paper do not make strict distinction between policy and institution. In the most of the situation, they have the same meaning or even interchangeable.
