Abstract


The villager autonomy is one of the important content of China 's socialist democracy is the key to solve the the APC problem of a villagers' democratic elections are the villagers autonomy core content . After years of practice, the work of village committee elections in China has achieved remarkable results , showing a good momentum of development , in most parts of the basic realization of democratic elections , but also the presence of a considerable part of the regional ethnic forces monopoly confrontation election , class differentiation , bribery , corruption and violent elections improper or illegal . The existence of these phenomena questioned the legality of the candidate by a serious impact on the passion and enthusiasm of the village elections . The problems that exist in the village committee elections in China , on the one hand, because no norms the village committees candidate specific regulations , on the other hand simply take a poll of the electoral system in the village committee elections there are some disadvantages , easy lead to the \Therefore , I envisioned the deliberative democracy in the introduction of village committee elections and the formation of the legal system in order to overcome some of the deficiencies in the election . The article is divided into four chapters. Chapter Definition of villagers' autonomy and its research significance , the second chapter of the current village committee elections in China the status of legislation and practice were analyzed and discussed there . Then, the third chapter by combing the relevant provisions and the reality of the village committee candidates to understand the institutional limitations of the candidates for village committee members . Finally, the fourth chapter proposes to construct consultation democratic system to make up for these shortcomings , its specific recommendations : 1 , consultations held EC ; 2 proportion consult regimes ; 3 quota in consultation system ; 4 , the campaign target responsibility system . Finally, I suggest to clear the selection process of candidates for village committee members , the Organic Law of Villagers ' legislation will be elected at the same time you want to democratic consultation .
