Abstract


With the system reform of the economic structure,various food safety unexpected events of increasing all the time. In recent years, "Sudan red", "edible oils," "melamine" wait for a serious threat to human life and health of the poisonous and harmful material enter people frequently vision. In 2008, SanLu "melamine" poison of infant milk powder to all over the country, develop "kidney stones" by 2010, "melamine" milk powder is back and food security area the grim situation, food safety problem has already become the most prominent social security problems. Frequent food safety emergencies, great test is the government’s ability to interact.Based on the food safety emergencies in recent years the characteristics and aiming at China’s food safety emergency management present situation, in the western developed countries on the basis of experience of comparison and analysis of the China food safety emergency management construction insufficiency, puts forward a set of about perfect our country’s food safety emergency management countermeasures. This paper firstly analyzes the contents: this thesis presents the background, research significance as well as the domestic and foreign research status, The second part is about food safety emergencies related concept definition, including food safety emergencies and emergency management, and expounds the market failure theory, crisis theories, regulatory theory. The third part is on China’s food safety emergency management analysis of the existing problems, The fourth part introduction to the western developed countries such as the United States, Canada, UK and other national emergency management experience and characteristics. The fifth part aiming at the emergency management in our country’s present situation, proposed the countermeasures of food safety emergencies: to perfect the government emergency management mechanism, strengthening the emergency management team construction, establish emergency safeguard system and enhance emergency management transparency, etc.
