Chinese modern agricultural technology system is an important and meaningful system innovation, mechanism innovation and management innovation. Constructing modernagricultural technology systemis the urgent requirments of enhancing national and reginal agricultural science and technology capability, developing Chinese modern agriculture, building a new socialist countryside . This thesis, according to the modern angriculture technology system framework of our country, combining with the characteristics of Sichuan province’s agricultural science and technology innovation, analyzes and explains the issues such as the performance achieved by modern agriculture innovation of Sichuan Province and the exsisting problems of the construction of agricultural science and technology development, especially develops empirical research on "Sichuan innovative team" dominated by government to ptomote the modern agricultural technology system. It has a relatively strong theoretical research and related practice-guidancing value.This thesis analyzes the realistic background of Sichuan innovation team buliding in the modern agricultural technology system, points out its social significance and reality functions. On the basis of introducing the guiding ideology, basic principles and priorities of the "Sichuan creative team", elaborates the explorations of "Sichuan creative team" dominated by the govermant, in terms of nstitutional building, organizational management, team building, operation mode and so on, summarizes the contents and experiences on aspects of orgnizatonal implementation and ensurance measures, in which the government’s strong push is the biggest bright spot, as well as indicates the remaining problems , for example, the rganizational system and operation mechanism is imperfect , the degree of scientific and technological resources integration is not high, the funding is in shortage and the structure is irrational, and puts forward the thinking of its future development pointedly.
