Abstract


The public health service system is a social security system, which is implemented by the government for safeguarding the health of the state personnel. Through the departments of medical health service, the government provides medical preventive care for people who enjoy free medical care within reimbursement provisions. As the reform of the national public health service system continually goes deep, all regional public health administrations are facing new challenges. Under such a background, a process management system of public health service has become an indispensable service-support platform to the public health administrations. It also provides more efficient and better services for units and staff that enjoy the public health care and the designated hospitals as well. Meanwhile, it can provide the public health administrators with information services of data, work process and decision making under their surveillance and management.This paper is based on work characteristics and requirements of the medical health administrations in Tianhe District. It adopts a service-process -driven approach in standardizing the work process. It designs a work process management system of the public health care with a combination of internal and external network. By fully using object-oriented analysis methods, it, in details, analyzes the system in its feasibility, ease of use and sharing. The design of the system, by means of process analysis, case modeling, and explicit explanation to static structure and dynamic behavior model, deeply analyzes the function of the system layer by layer. It provides interfaces to the hospital information systems, so as to realize the interconnection with each hospital information system. Through the combination of WAN and LAN, the system extends and integrates functions of the original "the Public Health Management System of Tianhe District" and "the Public Health Fund Online Enquiry System of Tianhe District". It realizes data exchange and checkout for the designated hospitals online, application online and checkout for medical certificates, enquiry online for medical expenses, and information management for the public health services. It integrates data resources so as to facilitate service for clients, improve service quality, enhance work efficiency, and achieve real-time monitoring of medical expenses, which will strengthen the supervision of inspection and surveillance, plug up the loopholes, and prevent loss of the public health funds to the supreme extent. The system serves for effective use of public health expenses and reduction of fiscal expenditure.
