For the state, the basic function of various People Organizations, including the Association for the Science and Technology (the AST), is to act as a bridge between the Party Committee-Government and the specific groups. For all levels of the AST connecting with and serving the scientific and technical workers, especially, it is the expectation arisen by all aspects how to arouse scientific and technical worker’s enthusiasm and fully display technical personnel and the academic societies’role in enhancing independent innovation and promoting scientific and technological progress.However, for the AST, especially, AST under centeral level, the present conditions are not satisfying , even the word“marginalization”can be used to describe these , although the state has made the institutionalized arrangements and resources support and supply since the AST was founded, besides, under the background of market-oriented reformation , the AST also has some rights to expand independently and opportunities to gain resources through unofficial accesses.The AST has made many discussions inside and outside regarding this. But as a result of kinds of reasons, especially, no enough research for People Organizations, which is uniqe mass organization phenomena in our country, these research lacks ability for explanation. Therefore ,this thesis does research on the unique phenomena of People Organizations and organization system, quality, function and role of the AST ,by literature consultion, empirical study and academic analyses, in order to gain a better undsdanding of the cause of the current situation, its evolvement logic, the future and the countermeasure . This is of usefull significance for the AST and helpful as a reference for other People Organizations.First , the thesis carries out the analyses on the concepts“People Organization”and People Organization’s history from State-Society Theory’s view. In according to this, the People Organization’s essence is the institutionalized arrangement for special societies carried out by the state on the basis of distinguishing people, about their political position and role, resources support and supply,and so on. Those special societies can represent, serve and relate the“people”. The characteristic People Organizations mean these societies accepted by the state ,and the groups represented, served and related by these societies are in large number and wide range. Meanwhile, these groups are the political power backbone for the state and class foundation and mass base for the government party. The historical evolvement and institutionalization of People Organizations are caused by the evolvement of the relationship between the state and society.Following it, the thesis analyzes the part diversity of component, the non-uniformity of constitution unit and the looseness of mutual relations.So ,the AST is union or the“heterozygous body”from the view of construction.Then, the thesis unscrambles the quality, position, function and role of so called People Organizations’“Bridge and Link”. The AST is regarded as a scientific community and association of technologic wokers which is a intermediary in social organization system. Under the view of“Scientific Community”the union’s or the“heterozygous body’s”logic is achieved.Finally, based on the local experience, the thesis studied“the marginalization”in county level, analyzes the causes, and suggests the countermeasure, that is, appropriate orientation, function combination , growing increase of support, improvement of own work.
