Abstract


Technology innovation is no longer just a single or a few enterprises’activity for solving technical problems, innovation breaks and improving their own competitiveness, but also for higher industrial competitiveness. Industrial technology innovation strategy alliance (abbreviation, ITISA) as an important innovation cooperation organization can effectively guide and organize technological innovation activities, promoting industry independent-innovation ability. However ITISA has no simply linear relationship with industrial technology innovation. Alliance is not born with the ability of creating synergistic effect. It often faces greater risks and difficulty in coordination than traditional cooperative innovations. Excessive competition between alliance members which may cause opportunism behavior and collaboration difficulty comes from the complexity of the alliance management are two major factors affecting the normal operation of the alliance, even leading alliance to failure.Above all, this article considers that successful alliances begin with suitable governance structure and effective mechanism. Select governance structure between shares mode and contract mode according to the actual situation and task. Contractual governance and relational governance are the main mechanism of alliance governance, ensuring that alliances are effectively running .They can not replace each other, so we should combine the two mechanisms to improve the alliance quality and performance.Then the article do case studies on Jiangsu power battery industry technology innovation strategy alliance. There are some governance problems during establishment and operation process, affecting functions of alliance. This article presents three specific proposals, including improving contractual governance and relational governance, fostering relational capital and trying other governance structures.Many ITISAs in Jiangsu are newly established, have no mature organization form, operation mechanism etc. Finally, this article indicates that government as an important participant and director of alliances should play a coordinating and guiding role, such as creating a favorable legal policy environment and allocating resource effectively, etc. In view of the government, this article presents general policy suggestions for perfect alliance governance.
