Abstract


S military industrial complex as the oversize military enterprises directly under the State Council. S military industrial complex after several years of continuous efforts, expanding economic scale, economic efficiency continued to improve gradually increase the Group's core competitiveness, the sustainable development of the whole show, the rapid development of the coordinated development of the good momentum of the business model from survival type to developmental changes. In the case of the Group's business model shift, to adapt to the needs of the development of the Group, the Group's financial management and control model how to select and build, to ensure the continued development of the Group, the rapid development of coordinated development is very important. Financial control of the basic means to control the entire enterprise groups as the Group's headquarters, which runs through all cycles of the Enterprise Group production, management, investment and financing activities, permeates all aspects of the management of the enterprise group. Therefore, through the theory and practice of thematic research enterprise group financial control of the relevant theory as the basis, in the development process in the S military group companies financial control moving due, goals, mode select, the framework of the building and supporting measures carried out a more detailed analysis. The first part of this article a brief overview of the basic theory of Enterprise Group Financial Control, the meaning of the Enterprise Group Financial Control, the set of relations of the enterprise group financial control over the allocation of principle as well as enterprise group financial control over the distribution and organization. The second part of this paper analyzes the current development trend of the military industrial complex of S, S Group's financial control motivation, goals, characteristics which are summarized. The author think, S military Group financial control of the animal due in addition to the principal-agent, risk and financial synergy effect, reduce transaction costs and enhance financial risk resistance and other general corporate Group's financial control total due to external, is also a realization S Group's overall financial strategy of needs. The third part of this paper analyzes the S military industrial complex financial control framework. Control of the financial system, budget management and control, centralized management of funds control, risk control, the chief accountant (Chief Financial Officer) designation system constitute the overall framework of the S Group's financial control methodology. Financial institution building, to lead, to promote the implementation of other measures of financial control; comprehensive budget management, the establishment of a support strategy, allocate resources, appraisal of the operating mechanism, enhance the interoperability of the operational and management activities; through centralized fund management, funds mobilization and control mechanisms, enhanced support resources, improve efficiency, and the ability to control risk; risk control, to ensure that the Group's overall sustained development, rapid development, the coordinated development of good posture; through member companies total Accountants ( Chief Financial Officer) direct management, strengthen the Group's headquarters on the supervision and control of the member companies and decision-making control, to improve the execution of financial control measures. Between the control method is not isolated, they promote each other, jointly unified within the overall architecture of the S Group's financial control plays an important role in the healthy development of enterprises to support members to achieve the Group's financial value maximization. The fourth part of this paper analyzes the S Group Financial Control safeguards. Control of the financial system, comprehensive budget management and control, the control of monetary funds, financial risk control, the chief accountant (Chief Financial Officer) delegate system belonging to the S Group's financial control process control to achieve the control objectives for the protection of the smooth implementation of the S Group Financial Control need to establish certain safeguards and evaluation mechanisms. The protection of the financial control of the S Group, evaluation mechanisms: a combination of internal and external audit, financial information construction, performance evaluation and examination system, the establishment of the Group financial control culture system.
