Abstract


China is a long history large agricultural country, dynasties of reform and change can be as a history of China’s land reform from certain aspects .Communist Party in China has always attached great importance to land issues, with economic and social development and timely the operating system reform and innovation for land, 30 years ago in Xiaogang Village, Anhui Fengyang household contract responsibility system which reform has opened the curtain for the first time, but in the current construction of new countryside and the context of building a harmonious society through the effective reform of land management system for modern agricultural development, and enable the peasants to increase income is the starting point to open the second round of reform, and infrastructure, so a reasonable transfer of land and modest scale farmers adapt to the times and needs.This article discusses five aspects of land transfer issue, the first part of the study described the origins, an overview of the problem at home and abroad to land circulation Research, pointed out that the Western study of the different angles and focus in this paper innovations, research methods. Part V affecting the smooth flow of the factors of land, and then propose solutions to the corresponding measures, such as from land transfer to adhere to principles, the circulation of the government and the role of intermediary organizations and systems and regulatory policies have put forward their views.
