Abstract


Rural social security system is an important component of the national social security system. Rural areas and farmers should not be set aside in the social security system, without the participation of the great number of farmers, the social security system is imperfect, and which will affect the social stability and development.It is put forward in the report of the Party’s Seventeenth Meeting that it should speed up the establishment of the social security system, covering urban and rural residents, to guarantee the basic livelihood of the people, and speed up the improvement of the social security system, with the social insurance, social relief, social welfare as fundament, the basic old-age, basic medical care, the minimum livelihood guarantee system as key points, the philanthropy, business insurance as supplement. With China’s ongoing reform of the rural economy as well as the strict implement of Family Planning Policy in rural areas, the supporting of the aged in agricultural and pastoral areas of Tibet has become the bottleneck of local economic development. Because of the economic underdevelopment, the lack of funds, the great number of the poor, the low level of agriculture modernization, together with the complexity of the situation in ethnic minority areas, the old-age security programmer in agricultural and pastoral areas in Tibet is carried out slowly and with heavily burden (mainly from two aspects: the older and the poverty. On the one hand, as the improvement of the medical level and living conditions and the decline of mortality rates, the proportion of the older increases. On the other hand, the large proportion of poor people and the deep levers of poverty both bring huge pressure to the social security system in agricultural and pastoral areas). Due to the traditional land and home security methods are difficult to deal with the potential crisis brought by population growth and family structure change in Tibet, and the current old-age security system in agricultural and pastoral areas of Tibet is still in the blank, farmers and herdsmen urgently need social security ways to avoid the risk of old age and to resolve their pension problems. The establishment of old-age security system in agricultural and pastoral areas is related to the present or the future quality of life of local farmers and herdsmen. It should be a major task for the governments at all levels of Tibet to properly resolve the lives security of the older in agricultural and pastoral areas, the successful or not of this problem’solution is directly influence to economic development and a harmonious society construction. Therefore, it is a subject with practical value to explore how to establish scientific and rational old-age security system according to the needs of agricultural and pastoral areas.Based on this, the paper starts with the introduction of the resources crisis of land and home security methods in old-age security and the growing population aging in agricultural and pastoral areas of Tibet, basing on the changes of old-age security system and analysis of present situation (chapter 2), referring the successful experience of old-age security reform in rural areas of developing countries and the experience of our country(chapter3), establishing the practical old-age security system for the farmers and herdsmen of agricultural and pastoral areas of Tibet from the choose of the path ( Chapter 4).The paper (Chapter1 Introduction) describes the background, purpose, meaning and research methods of this paper as well as the practical, strategic and political meaning of the establishment of the old-age security system in agricultural and pastoral areas of Tibet to promote Tibet’s economic growth, ecological sustainable development, social development, population control, social harmony and stability and to improve the living standards of all people of all ethnic groups.Chapter 2 introduces the history and characteristics of the old-age security in agricultural and pastoral areas. And it initially analyses the old-age security in the majority of the agricultural and pastoral areas of Tibet which is based on the studying on the Tibetan feudal system of tribal lords of the manor system of land management, leasing and interest and its development in the period of democratic reform, socialist transformation of the construction period and the new era of reform . At the same time, it analyses in depth the present status and the challenges of the family pension, endowment of land, social relief and group rescue in the current agricultural and pastoral areas. According to the individual analysis of old-age cases on Ritu, it also provides an important evidence-based policy and the enlightenment for the construction of old-age security system.Chapter 3 has adopted the two lights of foreign and domestic systems to carry out a comparative analysis for the agricultural and pastoral areas of Tibet’s old-age security system. It sorts and evaluates the successful experience of the non-payment of old-age social security system in Brazil mainly based on economic and social transmission mechanism of the social security system. At the same time, it also analyses the experience of domestic old-age insurance system in rural areas. Further then, it provides an important experience and routing system for the construction of old-age security system.Chapter 4 is devoted to build the basic old-age security system of Tibet. According to the special circumstances of Tibetan area, it puts forward the basic principles of general idea in the agricultural and pastoral areas of Tibet old-age security system in the path of exploring old-age security system in the agricultural and pastoral areas of Tibet. It builds a dynamic mechanism of sustainable development from a strategic point of view of the old-age security system in agricultural and pastoral areas to make the system design, systems integration and development planning long-term sustainable.In this paper,it explores the construction of old-age security system suitable for the current state of the region of Tibet’s rural and pastoral areas, starting with the basic old-age issues in agricultural and pastoral areas of Tibet, using of the study of theory related to old-age issues, being on the basis of analysis and summing up the region status in agricultural and pastoral areas of Tibet. It also tries to do a certain degree of reflection and study for farmers and herdsmen in Tibet’s old-age security. This article mainly uses case studies, system analysis, and comparative analysis.This paper’s innovation shows in the following three aspects: Firstly, government should put forward anti-poverty help into a family planning old-age security system in agricultural and pastoral areas; secondly, it puts forward an old-age way of the village-level community organizations; thirdly, the paper tries to start with building a harmonious society and social welfare problems of the Tibetan areas to analysis issues related to the old-age security.
