Abstract


Since the beginning of the 21st century , a series of major emergencies have occurred, many countries and social organizations are beginning to realize that emergencies will become one of the strongest challenges in the human . Advances in scientific theory and the rapid development of the information technology communication provide support for timely response and handling emergencies , the theoretical basis and communication information technology means emergency management auxiliary emergency logistics emergency decision-making can be reduced to a considerable extent with the human to huge losses . Emergency incident rescue the wounded , with victims , the timely and effective delivery of emergency medicines and equipment , clean drinking water and food to save more lives and prevent further losses of key . The transportation dispatch of emergency supplies has thus become a key link in the entire emergency management and emergency logistics operation . In this paper, on the basis of the analysis method of emergency management and emergency logistics fields at home and abroad and research use of the fruits of modern decision science , systems science , information science and computer technology to study the theories, methods and strategies of emergency supplies transportation scheduling . This paper first describes the characteristics of the emergency logistics and emergency logistics system , analyzing the difference between emergency logistics system logistics system analysis and design , and its workflow and the main function modules for emergency logistics system is characterized ; pointed out that the transport of emergency supplies scheduling an important position in the emergency logistics system . Taking into account the emergency occurs , the type and quantity of material needs of the affected areas is not clear and time constraints as well as vehicle load capacity limit for the transport of emergency supplies , based on reasonable assumptions , so that can not meet the time window for emergency supplies minimum the losses caused by the restrictions and the number of demand as the goal, the time limit supply center is constructed multi - resource multi-objective emergency supplies transportation scheduling model , and gives the solving method of the intermediate variables in the model . Finally, the application of the ant colony optimization algorithm advantage of TSP and VRP problem solving , combined with the decomposition method to build a time- supply center multi- resource multi-objective emergency supplies transportation scheduling problem solving model and gives the solving process .
