Abstract


With the developing of China’s urbanization, and the increasing number of immigrant peasants, the immigrant peasants have become an integral part of the city-built process, but their housing situation is poor. Villages within the city are their main habitation, the majority of people’s living space is small and the conditions are poor, immigrant peasants can not solve the housing problem on their own strength, and because of the specificity of the urban-rural registration system of our country, and the employ’s negative attitude towards immigrant peasants.Housing system has both the characteristics of social security and merchandise. The housing market belongs to an imperfect competitive market. When the market force can not achieve the immigrant peasants’right of housing the government is obliged to intervene the market, to provide immigrant peasant with suitable houses, or formulate corresponding policies and measures to promote employment units to participate actively in housing security system, at the same time, immigrant peasant will be incorporated into the urban housing system. It not only a guarantee of the city’s rapid economic development, but also promote social harmony, full fill the maximization of social benefits principles. On the other hand, the important position of immigrant peasants of our country and the rapid process of urbanization provide a realistic demand for immigrant peasants’security housing system. The foreign housing security system of low-income families and the practice of immigrant peasants’housing security system provide experience to draw on.Therefore, we should set up the related policies and regulations of housing system. Put the immigrant peasants into housing system and housing accumulation fund system as soon as possible. Taking full account of the characteristic immigrant peasants’living and working conditions then put it into the city planning and housing construction plan. We should to encourage the immigrant peasants to live in suitable low-rent apartments for low-cost by government-founded or units-funded. In order to ensure the housing problem of immigrant peasants get full protection, so as to achieve, the goal of urbanization healthily and rapidly.Tai Yuan, as a central city. Immigrant peasants have become an integral part of the city-built process. Most of the immigrant peasants of Tai Yuan live in villages within the city. Their housing situation is pessimistic. We have provided some methods to solve the problem on the bases of research.
