Abstract


Urban agglomeration has become an important force to promote the development of a country or a region. After reform and opening-up, China’s Yangtze River Delta, the Pearl River Delta, Beijing-Tianjin-Hebei Delta etc, it is because of the rapid development of urban agglomerations, so that it will become China’s economic and social development of growth poles, has a pivotal position in the national economy and social development.The integrated development of Changsha, Zhuzhou and Xiangtan city Group has experienced for many years and has achieved remarkable results. Hunan Provincial Government in 2006 launched the“3+5”urban agglomeration development strategy. Changsha, Zhuzhou and Xiangtan urban agglomeration has been approved the“two-oriented society”experimental zone for comprehensive reform by the National Development and Reform Commission. It has injected new vitality for the development of“3+5”urban agglomeration. However, the development of urban agglomeration is facing many uncoordinated problems, there is an urgent need to establish mechanisms to coordinate the development and introduction of relevant policies.In this paper, the basis theory of coordinated development of urban agglomeration has been analised, then analysis in-depth the character and the development problem of“3+5”urban agglomeration, make use of the evaluation model of the coordinated development of urban agglomeration to measure the coordinated development degree of“3+5”urban agglomeration. On this basis, to construct the basis idea and the basic framework of“3+5”urban agglomeration for the coordinated development: Innovate management system, to provide institutional support for the coordinated development of urban agglomeration; Improve the urban agglomeration of a variety of regional coordinated control means; Establish a higher coordinated authority in urban agglomeration; Overall the planning of urban agglomeration, and make it first. And propose policy recommendations, Breakthrough the restrictions on administrative divisions, innovate regional management system. Clear the industrial division of the cities in the group; Foster regional core cities, coordinate development of any cities in the group; To promote infrastructure construction, speed up the build, share, co-management; Unified investment mechanisms, to expand the investment space; Strength cooperation of ecologic and environment protection, for the sustainable development.
