Abstract


Trade associations (including trade associations, chambers of commerce) as a force of the non-profit organization, with the development of the socialist market economy, in the context of economic globalization, has been developing rapidly. The rapid development of trade associations, to become the third force outside of the government and businesses, it has played an important role in providing policy advice to strengthen self-discipline, and promote the development of the industry, protect the legitimate rights and interests of enterprises. At the same time, due to the relevant laws and regulations are not sound, supporting policy measures, the management system is imperfect, the trade associations and the existence of the structure is irrational, the role is not prominent, non-standard behavior. Because they need it, there is an urgent need to regulate the trade associations. External supervision than peer monitoring, media monitoring, third-party assessment, government regulation is the most mature, the most powerful way. However, local governments in the practice of trade associations and regulatory effects are not optimistic, there is the concept of government regulatory lag, trade associations and the politicization of strong color, unreasonable dual management system, imperfect regulatory laws and regulations. Therefore, local governments should carry out effective supervision of trade associations, local governments in China should build what regulatory mechanisms, and how to improve the regulatory difficulties of trade associations, is a subject worthy of study. Research on this topic has a certain theoretical and practical significance for improving the efficiency of government regulation, and promote the development of trade associations. The paper selects local government supervision of the trade associations for the study, both based on the actual situation in China, but also to learn from Western developed countries, government regulatory experience. This paper describes the relationship between the development status of the course of development of the trade associations, trade associations, local governments and chambers of commerce development, analysis of the current situation and problems of the organization supervision of the local government of the Chamber of Commerce. Local realities and learn from the experience of Western countries regulating trade associations, and perfect local governments on trade associations and regulatory measures that establish effective regulatory philosophy, straighten out the relationship between the local government and trade associations, to abandon the system of dual control improve the regulatory laws and regulations, the establishment of the Chamber of Commerce of the evaluation punishment system and elimination mechanism to further strengthen the supervision of trade associations. The main purpose of this study is to give full play to the positive role of trade associations in regional economic development, supervision and management of local governments to further regulate the trade associations, and earnestly strengthen the guidance of the local government for the development of trade associations and local government, how to better monitor Chamber of Commerce to promote the reform and development of the Chamber of Commerce to provide practical framework and supporting policies and measures to promote regional economic development.
