Abstract


With the rapid development of economy and society, the process of urbanization is in continuous acceleration, which highlights the importance of the image of city and its sanitation. However, the underdeveloped basic facility construction, lack of scientific mechanism, poor quality of economic performance, insufficient long-term administration, deficient method of law enforcement, and citizen’s civil quality are the six universal problems in the administration of city order and sanitation for a long period. How to effectively regulate peddlers, roadside stalls and“city psoriasis”is particularly important. Citizens often criticize the city administration, giving less support of its work. This not only seriously constrains the harmonious administration of city environment , but also becomes the bottleneck for the improvement of city quality and competitiveness. Obviously, the traditional concept, system and mode of the administration are not suitable to the current demand anymore. It is the orientation of our country’s administration system development that being diversified, market-oriented and socialized nowadays. So, it is urgent to exploration a novel mode in the administration of city order and sanitation based on the concept of modern administration. The thesis discusses Yuyao’s experience in practicing socialized administration of city order and sanitation, studing its feasibility and effectiveness. The city has introduced a new administrative subject, encouraging citizen’s participation in the management of the city order, and a new administrative system combining“prohibition with development.”The change of administrative system from“a single administration”to“multiple governance”releases the government of administrative burden. The thesis argues that socialized administration of city order and sanitation is a useful practice of socialized public administration. It can not only reduce the administrative cost, but also improves the efficiency of city management.
