Through the post-evaluation can be achieved certain results, sum up experience, draw lessons and make recommendations to improve the work of the purpose, continuously improve the level of project management and investment decisions of great sign-ificance.For the completion of the State Council "Eleventh Five-Year" plan for urban sewage treatment goals, local governments faced with a huge urban sewage treatment funding conflicts with the limited government financial resources, BOT model of government at all levels to ease the financial pressure, the rapid construction of operating sewage treatment facilities, improving the urban environment of the top investment and financing, and in the "Tenth Five-Year" period of rapid development.BOT model has become China’s construction and operation of urban sewage treatment works most widely used mode of application.In this paper, it is describing the background of subject, Studying situation and discussed ideas by post-project evaluation of sewage treatment works based on the BOT mode at first.On the BOT model, sewage treatment works in the application and development and the mode of risk analysis are carried out to be explored, the theory, content and methods of post-project evaluation is introduced.And then to adopt the second sewage treatment plant of the Heshan City ,that is construction and operation based on BOT model as an example, after summing up the project’s preparatory work, Construction and implementation phase of the "Three control" (investment, quality, schedule control) ,operations over the past year work situation, using the Delphi method to establish the project evaluation system, to calculte all levels of index weight by hierarchical analysis method,expert rating is carryied out to treatment with membership degree matrix score,accordance with the multi-layer fuzzy comprehensive post-evaluation methods, using equations of evaluation to calculate and evaluate the project, arrive at a comprehensive evaluation of the project findings.Through the evaluation, the project’s design is reasonable.During the construction investment, the progress and quality management. The project has a higher level of control, achieving its social and economic benefits, it plays a key role in the sewage treatmen of Heshan City, the construction and operation of the project is successful. As BOT model is more and more widely used in the construction of sewage treatment works, post-evaluation of this project can provide useful lessons and examples of experience for the construction of similar projects in the future.
