The development and application of the system of tax collection and management business is one of the hot spots of the construction of the local tax departments . How to use the information means to promote the tax according to law , to improve the collection and management of quality, optimize tax services , the community has been widespread concern . This study relying on the collection and management of business systems , Shaanxi Province Qin Tax Project \The papers draw on tax reporting levy system in the practical application at home and abroad , first of all from the point of view of the software architecture , the design of the three-tier C / S architecture solutions ; followed by a detailed analysis based on the business needs of the system , system functions and system data stream ; Based on the analysis , design , and tax collection module normal billing fines billing , tax receipt issued door Pro the eleven business functions , and gives the detailed design flowcharts and business functions of the module data storage; same time, business security issues for the tax Collection explores the communication protocol used by the system . Finally , the paper work from the function and performance of the system was tested , the test results show that , the the tax declaration levy system is fully able to meet the basic needs of daily reporting levied work . At present, the the tax declaration levy subsystem has been integrated Qin Tax Project \tax services , while effectively regulate the day-to-day collection and management of law enforcement behavior within the tax authorities .
