Abstract


The system of the enforcement of law in city management, as an effective way of dealing with the malpractice in Administrative-Law-Enforcing System, have got many achievements, such as reducing team quantity, enhancing the efficiency, promoting reform of Administrative-Law-Enforcing System and so on. But there still exist many problems. In recent years, the contradiction which has caused people’s extensive concern sharpened gradually between enforcer in city management and peddler. Violence of enforcement of law and resisting of law have encountered many times. The enforcement of law in city management has been important topic in current era.The urban management law enforcement’s implementation, to solves the responsibility which in Changzhou City management exists overlapping, the multi-thread law enforcement, the redundant law enforcement, the law enforcement to harass the people, the efficiency to be low and questions and so on administration law enforcement agency inflation, to further advancement administration according to law, sped up the government by law government to construct, play the very important promotion effect. But in the current urban management law enforcement also has the following subject matter: The urban management law enforcement legal framework not perfect, urban management law enforcement idea backwardness, the urban management law enforcement’s procedure use owes the standard, the crude law enforcement and the violence anti-method realistic difficult position, the urban management law enforcement system not perfect, the urban management law enforcement supervising mechanism is not perfect. Certainly the urban management law enforcement domain existence’s question are many, only chooses some in this to have the representative key question to carry on the analysis.In this paper, the social hot spot for urban management and law enforcement Changzhou City of theoretical and practical analysis and discussion, the body is divided into five parts: the first part of law enforcement for urban management of the basic theoretical analysis of the emergence of urban management and law enforcement background, domestic and foreign research basic theoretical issues such as the status quo. The second part of Changzhou city management of law enforcement is currently facing a major problem. This section based on reality, respectively, from the law enforcement procedures, the functions of law enforcement agencies, law enforcement management measures, lack of coordination between law enforcement agencies, law enforcement teams, such as on the five aspects. The third part focused on urban management and law enforcement Changzhou there cause of the problem. Part IV discusses the domestic and urban management of the successful experience of law enforcement. The fifth part of Changzhou City Urban Management law enforcement response, first of all explored to strengthen urban management and law enforcement should follow the basic principles, followed by further strengthening the urban management of comprehensive law enforcement work of several specific measures, including further improving the law enforcement system, efforts enhance the quality of law enforcement officials to improve law enforcement conditions, establish and perfect the supervision mechanism.
