Abstract


Nitrogen oxides, a major cause for a series of atmospheric environmental problems, will be the focus-controlling pollutant in next phase.Strengthening its control has been the core of improving our atmospheric environmental quality. Thermal power sector, the largest emitters of nitrogen oxides, will be the focus-controlling sector. How to establish an effective nitrogen oxides control mechanism in thermal power sector, reaching balance between low control cost and high reduction emission efficiency is of great importance to promote nitrogen oxide emission reduction and sustainable development of thermal power sector.Generation Performance Standard comprehensively reflects generation efficiency and energy emissions intensity levels, with excellent flexibility and policy-oriented, not only forms a broad space for developing and implementing GPS-based pollution control policies in thermal power sector, but also becomes an important mechanism of improving generation efficiency and promoting pollutant emissions reduction.This paper based on in-depth understanding of the basic theory and function mechanism on Generation Performance Standard and a comprehensive review of practical experiences or researches on using Generation Performance Standard for controlling air pollution to promote the clean development of thermal power sector in both domestic and international, will introduce GPS into the study on nitrogen oxides control mechanism in thermal power sector, which will provide an important reference to establish an effective nitrogen oxides control mechanism in thermal power sector.This paper constructs the analysis model of GPS-based control scenarios for controlling nitrogen oxides from thermal power sector, reasonably designing the following three control scenarios:nitrogen oxides control scenariosⅠ-nitrogen oxide Generation Performance Standard control scenario; nitrogen oxides control scenariosⅡ-nitrogen oxide Generation Performance Standard and nitrogen oxide emissions cap control scenario;nitrogen oxide control scenarios III-nitrogen oxide Generation Performance Standard and nitrogen oxide emissions cap and trading control scenario. It analyzes the reduction of nitrogen oxides from thermal power plant under different control scenarios in the future, distinguishes the role of the different policies in controlling nitrogen oxide emissions from thermal power sector. Finally, from the perspective of economic costs and technical feasibility, analyzes the difference of investment costs and combination of control technology among the three control scenarios.Through research, drawing the following conclusions:(1)GPS can form an effective combination with emission standard control and cap control.the GPS-Based standard control and GPS-Based emission cap control, can effectively promote nitrogen oxides emissions reduction in thermal power sector.(2) After implementation of GPS-Based standard control, the continued implementation of GPS-Based emission cap control should take into account of the region-concentrated emission characteristics of nitrogen oxides from thermal power sector. In order to get a better overall nitrogen oxides emission reduction, a more stringent GPS-Based allocation values should be implemented in the Pearl River Delta, Yangtze River Delta, economic circle around Beijing and other key control region.(3)From the perspective of economic costs and technical feasibility, analyzes the difference of investment costs and combination of control technology among the three control scenarios. There is great difference of total investment costs、per installation capacity investment costs、control technology portfolio among different control scenarios.(4) GPS-Based standard control and GPS-Based emission cap and trading scenario not only can effectively promote nitrogen oxides emission reduction in thermal power sector, but also can increase policy flexibility and lower control cost.
