Education and training can contribute to revolution in the way, to achieve knowledge management to enhance competitiveness and accelerate business into a learning organization. So how to design a suitable petrochemical enterprise network training system, has become a serious problem we have now.In this paper, the actual needs of the project background, design and implementation of SOA-based E-Learning training system. Resource management system modules for reuse, adopting the current mainstream SOA architecture to achieve the system’s scalability, scalable reuse; for resource diversity, the use of online education resources, construction specifications, to achieve a unified description of resources, management and sharing; for resource management in distributed storage, distributed storage resources and directories using centralized management approach, to achieve a unified search and locate resources.The main contents of this article include:(1) describes the background of this study and the research status of online learning systems; describes the purpose and significance of writing this article to give readers an overview of the full text of the impression.(2) introduce some documents related to some of the basics of computer networks. Including Web Services, Enterprise Service Bus, SOA, etc..(3) e-learning platform needs analysis, including business descriptions, requirements analysis, run the module design, functional details and examples of system architecture model.(4) of the specific system design, including overall design, the overall technical program, the detailed design of the module, the module design and database logical structure of the classification and design content.(5) of the system and to demonstrate practical applications.
