Abstract


China is a unified multi-ethnic country, and the implementation of regional ethnic autonomy is a basic policy for solving ethnic problems in China. China's adoption of the Constitution to establish the system of regional ethnic autonomy is one of the organs of self-government of a basic political system in China, and given the wide-ranging autonomy of the organs of self-government of the national autonomous areas, ethnic regional autonomy for local governments to exercise autonomy. National regional autonomy for local governments to exercise the power of autonomy can be combined with the national characteristics and the actual situation of the place of the national development of regulations, ethnic autonomous regions, government regulations have autonomy, you can protect the equal rights and legitimate interests of the ethnic autonomous regions, minorities can to promote the rapid development of the ethnic autonomous regions, economic, cultural, social cause for the consolidation and development of equality, unity the new socialist ethnic relations and mutual assistance, are playing a significant role in promoting socialist modernization. Despite the ethnic autonomous regions, government regulations on the implementation of the regional ethnic autonomy of local autonomy is of great significance, academia usually focus on the ethnic autonomous regions, autonomous regulations and separate regulations, work, study of the Supplemental Rules, the nation enough autonomy of regional autonomy for local government regulations and national regional autonomy for local government regulations. To this end, this paper combined with the actual situation of the Ningxia Hui autonomous government regulations, and the autonomy of the ethnic autonomous regions, government regulations, promote and improve the regional ethnic autonomy of local government regulations in the regional ethnic autonomy and legal system and the rule of law in the field of running function, better follow-up and implementation of the regional ethnic autonomy system. In addition to the introduction and conclusion, this article is divided into three parts. The first part is the autonomy of theoretical analysis of the ethnic autonomous regions, government regulations. In this section, the first of the regional ethnic autonomy theory, ethnic regional autonomy for local government regulations, a brief overview and definition of, and then analyze the theoretical basis of the autonomy of the ethnic autonomous regions, government regulations. The third part analyzes the reasons for lack of autonomous existence of the ethnic autonomous regions, government regulations, and for these reasons put forward suggestions for improvement.
