Abstract

EU enlargement is a historic task in the process of European integration , is also a multi-stakeholder process of the game . Despite the eastward expansion of facing many difficulties and challenges , but it is worthy of recognition , the eastward expansion will not only play a huge role in promoting the transformation of political and economic systems of the countries of Central and Eastern Europe , will also have a significant impact on the structure and nature of the world pattern . This paper aims from the public choice perspective , as the EU is a club in the broad sense , the Common Agricultural Policy of the European Union , for example , combined with the club theory comparative analysis of agricultural subsidies by the eastward expansion around the old and new member states of the EU club eastward expansion on the impact of the distribution of benefits of the Member States ; allocation and decision-making efficiency of Member States' interests mutual restraint and the impact of the relationship , and then proceeded to combine the voting rules in the public choice theory to analyze the impact of EU enlargement on the efficiency of the decision-making mechanism of club , which seeks to eastward expansion the problems have a deeper understanding . As a whole , the paper mainly uses a cost - benefit method , combined with the \understand and grasp . The article conclusion of concentrated summarize the difficulties faced in the overall effectiveness of the EU's eastward expansion as well as the process of collective action to show that the EU as a club open , maintain decision-making mechanism as long as the eastward expansion of the overall income is greater than its cost , it will will further expand and deepen .
