Abstract


As a new development strategy, cleaner production is not only effective measures to curb environmental pollution, but also the inevitable demand of the sustainable development. Actually it is a management and planning of productive activities in order to realize the reduce, recycle and decontaminate of the waste, or avoid wastes during the production process. In this way, it will consume the least materials and energy. Cleaner production audit is an important content and effective tool. It is a key technical approach which enterprises implement to carry out cleaner production. But assessment the potential of cleaner production is prerequisite and foundation for the enterprises to carry out cleaner production, so it is one of the main content of the cleaner production audit. As potential of cleaner production has the features of multi-variation, multi-level, randomness and obscurity, building the index system and establishing the evaluation method are important factors that can affect the evaluation results.The paper outlines the development of the cleaner production at home and abroad, summarizes the concept and connotation of the cleaner production and cleaner production audits. Through comparing the advantages and disadvantages of the evaluation methods, we choose the method of analytic hierarchy process to calculate the weight and fuzzy mathematics comprehensive judgment to evaluate the enterprises’potential of cleaner production. Comparing with other evaluation methods , this method offers clearer results and more systematic , can effectively solve other methods’disadvantages such as the evaluation results definition which are too unilateral, not objective and so on.Computer programming optimization analytic hierarchy process (ahp) is used in this paper, and through improving fuzzy mathematic comprehensive evaluation method can perfect the ahp method, make analytic hierarchy process method which based on fuzzy mathematics method is more feasible.According to the principle of the cleaner production potential evaluation index, the paper chooses a classic work of the tire industry to carry on the empirical research. Refers to the system of the tire industries cleaner production evaluation index (trial basis), and combined with a specific situation of the enterprise’, the paper constructs the tire industries cleaner production potential evaluation index system. The evaluation model was constructed by the basic principle of analytic hierarchy process and fuzzy comprehensive evaluation method. Through the research and analysis of the typical case can verified the analytic hierarchy process and fuzzy comprehensive evaluation method are scientific and feasible. For further validation the accuracy of the fuzzy comprehensive evaluation method, According to the methods which provided by the system of the tire industries cleaner production evaluation index (trial basis) that we calculate the typical enterprise integrated assessment index of the cleaner production. By comparison, we find the results are high degree of consistency which proved the fuzzy comprehensive evaluation method is briefness and reliable. The fuzzy comprehensive evaluation method, although convenient, when the influenced factors are much, especially when the factors have complex relationship which make the results inaccurate. So we integrate the analytic hierarchy process into the fuzzy comprehensive evaluation method. Through the theories and the examples can prove this research method is scientific and reasonable.
