Abstract

The accelerated pace of urbanization, bringing economic and social prosperity, but also precisely because of this concentration of population and economic dense urban crisis brought frequent occurrence, cities are affected by natural and man-made disasters, serious threat. Not only the development of the city was the formation of fragile ecosystems threat of natural disasters, urban traffic accidents, fires and environmental pollution caused by man-made disasters have expanded the potential. By July 1999 the United Nations in Geneva strategy, clearly the focus of the 21st century global disaster reduction is the city, the community and building safety itself. Contemporary Chinese society's economic, political and cultural center of the city continued to shift to urban security risks also will gather. The rapid development of urbanization, breaking the tradition of the city under the planned economy era stable structure of the urban population and the rapid accumulation of wealth, resources and environment of the city, infrastructure and urban management poses a severe challenge. While China's current urban crisis management and governance problems facing difficulties, the crisis of the traditional governance model hindered the development of China's urban crisis management concept combines service-oriented government. This article proposes to seriously reflect on the existing urban crisis management mode, continuous innovation to explore, to enhance our city's crisis management capabilities. Combined with China's actual situation, is currently undergoing administrative reform among crisis management mechanism is not perfect perfect line with the national crisis management system has also not been established. Such limited means, a single management approach, especially when many local governments lack the capacity to respond to crises, the crisis management process, identify the assessment of the crisis early warning prevention lower level of protection is not perfect coordination, lack of proper education and crisis communication and cooperation. In building a socialist harmonious society in China, to promote sustainable urban development is a top priority, focusing on the development of sustainable urban development of science, rationality, safety and coordination. Urban security environment is the city's political, economic and sustainable development an important part of the process. This article was considered to establish a people-oriented urban crisis management new ideas, strengthen the prevention and early warning, improve relevant laws and regulations, strengthen crisis accountability, construction liability based service-oriented government, thereby reducing the urban development risks, build new urban crisis management mode, improve the urban crisis management. This study consists of six parts: The first part is an introduction, including the background of this study, research status, content and methods of research and innovation of great significance; second part is the urban crisis management, basic research including the definition and characteristics of the crisis, crisis management concepts and stage analysis, analysis of the meaning of crisis management; third part is the foreign part of the urban crisis management mode analysis and useful enlightenment to our country, the paper in the U.S., Japan, Russia, part of the city crisis management mode are analyzed and summed up useful enlightenment to our country, that part of the study of urban crisis management mode is selected to provide a good reference; fourth part is to analyze the current situation of crisis management, including China's urban crisis management features, as well as the results achieved incentive analysis; fifth part is the process of urbanization in China during the urban crisis management studies, including the status of the process of urbanization, the deficiencies and cause analysis; final part is to analyze the urbanization process, China's urban crisis management mode is selected, the focus of this study is part of this article, made mainly from the concept, system, means the finest aspects to innovative urban crisis management model to improve the urban crisis management level, to promote the city can be sustainable development.
