Abstract


The sub-district office is a basic level power organization in our country, connect the government and the city community. As an organization sent by government, this office undertook the special work of the basic level government and the function of social business management, for a long time, it develop an important function in many aspect such as city management, community construction, street economy development, social safety comprehensive treatment etc, is the foundation of social city stability. Along with the continuously deepen construction of the city community, the traditional basic level manage system cannot adapt to the new request of market economy in the modern city, this mainly performance in the talent "offside" and the function "wrong" for the sub-district office. Therefore explicit the talent of basic level sub-district organization, investigates the reform direction of street basic level management system are objective demand of quickly the socialism modernization construction, are inevitable request of the city modernization development, are important path of strengthens basic level democracy and supports the social stability, are important contents to perfect basic manage system, these have important meaning on the theory and realistic.This research is basis on literature analysis and combine the on-the-spot investigation of the yuhua district banqiao street sub-district in Nanjing, the thesis can be mainly divides to three parts. The first part induced the constitution and history origin and development of the our country street management system, the system analyzed our country street office reform of theory and foreign city manage theory, and carry on introduction of three bigger domestic influenced reform cases; The second part summary analyzed the system present condition of the Nanjing city street sub-district office and the exist problem, and concretely analyzed the investigation result of the banqiao street sub-district aim at common residents, street organization staff and leadership of involving of office working talent and reform direction problem. Third part put forward some strategy thinking of writer for Nanjing sub-district office reform according to investigation and some estimates of office talent development in the near future and of medium forward.
