Abstract


As China’s economic reform and opening up further development, attract foreign investment on China’s positive role in promoting the national economy has become increasingly evident. Meanwhile, foreign investment has expanded rapidly, further broadening the field of investment, absorption and utilization of foreign investment has become the most important task of local governments. Since the reforms, local governments in attracting and utilizing foreign capital has been a dominant position and this is the beginning of China’s market has played an active role in economic development, but there are many problems to be solved:such as the use of foreign capital in the number of non-re-re-quality; foreign investment irrational industrial structure and geographical distribution; use of foreign capital had little effect, the Government’s commitment and the reality of returns can not be matched, and so on. This is because the local government to attract foreign investment too dominant issues arising, and therefore the whole social and economic development had limitations. All this reveals an important reason is that the local government’s role in economic work offside and dislocation.Since reform and opening, the rapid development of open economy in Jiangxi Province, has made remarkable achievements. Jiangxi Province in the introduction and use of foreign capital actually work is the development of rapid, in 2010 exceeded $ 5.1 billion. This study will attract investment and foreign capital utilization in Jiangxi Province, for example, the Jiangxi Provincial Government’s role in the investment and the role of field investigations. Analysis of the history of local government-led investment reasons; certainly have been in this work the government’s role; also analyzed the investment in the local government role in the improper performance; and instructions from various local governments to attract foreign investors due to role of the evils of improper; to analyze in investment in local government role in the improper reasons. Attempt to further analysis in the current market economic conditions, our need for transformation of government functions. Accordingly, this study attempts to theoretically for the role of local governments to attract foreign investors in the correct positioning of the initial structure, and use it as Jiangxi to attract foreign investment and the role and use the correct homing feasibility of proposed recommendations.
