Abstract


In recent years, the situation and tasks of opinion work appears some new changes, which draw more and more attention by the Government and researchers. At present, the Chinese society is now both in a golden period of development and simultaneously in a period of contradiction. Therefore, the study on strengthening government’s abilities of dealing with emergent public events and conducting public opinion has a dual theoretical and practical significance.Chapter one is a general introduction of background and researching methods.Chapter two presents the public emergencies, opinion and other related concepts. The features of public emergencies are defined and classified. Then the author summarizes some conceptions related to conducting public opinion and introduces some researchers’views in this area.The third chapter aims at anglicizing the present situation of dealing with emergent public events and conducting public opinion. The government has achieved progress on conducting public opinion in dealing with emergent public events. The system and effect of conducting public opinion is becoming better. Also, the benign interaction between government and internet has started to formed. However, the conducting work should be improved as the changing society.Chapter four presents some problems on conducting opinions and analysis of these problems. First, the traditional media has no depth and effective conducting to pubic opinion guide and the information is not released timely and accurately. Second, some departments have not realized the propagation characteristics of new media when facing public emergencies. Third, it lacks of artistry of conducting and imperfection of legal system. The main reason includes poor operation and old-fashioned concept of pubic opinion management, lack of honesty and imperfect legal system, poor information sharing mechanism.The last chapter proposes that the government should perfect the mechanism of conducting pubic opinion responding to emergent public events and enhance the guidance of traditional media.
