Grassroots civil servants are the main part of civil servant group facing people directly. They are also the direct embodiment of government image. The incentive mechanism of grassroots civil servants is the process for government to guide grassroots civil servants’values and actions to realize administrative objectives. Establishment and improvement of incentive mechanism is not only the main part for government to enhance the management of grassroots civil servants, but also the basic method to organize public management and service effectively.With the gradual perfection of socialist society with legal system, various laws and rules about civil servants were constantly come out by our government and a series of incentive measures were also implemented these years. Great achievements were gained to guarantee the development of civil servant group in China. However, the components ruled by people are more than those ruled by law in existing systematic mechanism. These highlight the status of unsound incentive mechanism, low level of management and inefficient government function. Based on the analysis of advanced civil servant incentive mechanism in other countries, the thesis uses classical incentive theory and X Efficiency Theory for reference to analyze existing status of grassroots civil servant incentive mechanism in China and provide strategies and methods to improve these incentive mechanisms.The civil servant system in China is just on the way of standardization, legalization and scientization. However, due to the effects of conception, environment and system, the emergence of every new mechanism or new system cannot produce an immediate effect. The thesis comes to a conclusion after learning from advanced countries and profound study and it is feasible after verification. If you want to put the research findings into practice effectively, constant demonstration and time accumulation are needed to improve the incentive mechanism of civil servant in China. Thus civil servant’s capacity and efficiency will be promoted to serve people and to strongly ensure the construction of "Harmonious Society". Through this research, I hope to be capable of finding out common problems in the incentive mechanism of grassroots civil servants, which will be used for governments at all levels in the reformation of government mechanism.
