Abstract


to achieve the grand objective of building a well-off society in an all-round way,the most onerous and hardest task in the countryside, the broadest possible and deepest basis also in the countryside.our autonomy organization,as a primary organization in the countryside,it has the important position and function in the rural economy development, in the countryside modernization drive and socialist democracy and establish a socialist political. After having investigated the current situation of Yancheng city’s countryside organizations at the primary level, to analyze that during the develop a new socialist countryside, the environmental change and the most important question in villager’s autonomy organization, Yancheng is an agricultural market, the population of this city is eight million one hundred and fifty thousand and more than seventy percent people in the village.By the end of 2002,the villages made average debt about four hundred and thirty thousand, village where farmers no debt burden only 16. In such situation, countryside grass-root party construction exists a prominent contradiction, one hand, vast peasantry to be eager to become rich,but they cant get "become rich" project,don’t have" become rich " technology,and no body take them living away from home market. On the other hand most of the leaders in villages, especially the branch secretary, mode of thinking, work mode and work capacity cant meets the requirements of the new situation. affairs of village, collecting of the majority they don’t become richanf also don’t have ability to help the masses.The two contradiction lead to consequences as:leaders in villages have a bad prestige, village-level Party organization have a low influence, the party’s ruling foundation in rural grassroots facing serious challenges. Rural grassroots organizations in rural is the base of our party that all work and battle effectiveness in the village and also organize and lead the masses to construct new rural areas, leading nucleus and fighting bastion. The rural grass roots organization of our party must according to needs of building a New Socialist Countryside countryside, strengthening construction, to improve the ability to function, for building a socialist new countryside provide strong guarantee of political and organizational guarantee. In the new period, organizations in countryside in our city centering on the construction of new countryside to adapt to new countryside construction requirements, innovativing party organization actuating mechanism, Continuously improve the rural grass roots party organization’s creativity, the cohesive force and the battle efficiency, promote the construction of new countryside, the new smoothly, By exploring way of organizations at the primary level of the countryside, the aim is that raise the organizations at the primary level a new night. we must work hard to building a new socialist countryside that the plenty developing, living, countryside civilization, village hold the democracy clean and tidy
