China's accession to the WTO continues to accelerate the process of economic globalization and trade liberalization, technical barriers to trade has become one of the important factors affecting China's exports. In the 1970s, the technical barriers to trade accounted for only 20% of the non-tariff barriers to trade, to has risen to 45% in the 1990s and into the present century, has surged to 80%, under the influence of foreign technical barriers to trade, our products blocked enterprises is limited, particularly serious economic damage to the textile and apparel industry. Form the main reason is the information asymmetry of the technical barriers to trade, the establishment of technical barriers to trade early warning system to solve the problem of information asymmetry has important significance to avoid the risk of technical barriers to trade in the process of China's export trade. Timely collection through early warning systems, tracking foreign technical barriers to trade information about the importing country will be or are in the form of TBT do early monitoring, early detection, early warning, export enterprises to keep abreast of foreign TBT take measures as soon as possible to avoid or minimize the loss. In order to achieve early prediction, early detection, early warning, and must be fast, efficient information processing mechanisms as support.
