The dramatic increase in the number of social and economic development of the private car , the more and more apparent , the importance of intelligent transportation systems (ITS, IntelligentTransportation System) States also put on the agenda . Based on the video vehicle detection and tracking algorithm is an important part of the ITS . In this paper, the context of urban roads , road traffic video cameras capture and then through a series of video processing methods to extract traffic flow and vehicle congestion information . In this paper, an around-the-clock vehicle count with congestion level judgment algorithm . Completed the main work is as follows : 1 . Daytime vehicle tracking and counting methods . The rough match already exists in the target - Select best match - update the target feature ideas to achieve the target tracking ; according to its centroid and area information on the temporary disappearance of the target , the use of the Kalman filter theory model , to predict in the next frame . the location and size , and update its characteristics when it is once again in the video frame in accordance with the existing approach , match and update ; 2 night based vehicle tracking and counting methods . In this paper, two kinds for nighttime vehicle counting method , are : vehicle counting method based on virtual detection line and vehicle counting method based on the headlights track . Counting methods based on the virtual detection line is in the intermediate position in the video set up a virtual line , each frame is scanned from left to right of this line , if found line lights , then lights number plus 1 . Lights tracking - based approach is to first lights tracking, then the lights match , the count of vehicles . 3 congestion level determination method. Corresponding congestion level of judgment is during the day and at night the two sets of algorithm and tracking algorithm . Time traffic flow information and prospects that period , the average ratio of road congestion level is divided into smooth , amble and congestion of three levels . Switch 4 . Circadian algorithm . This paper presents a method for circadian algorithm switching scheme . First , according to the system time, to determine a possible switching time period of the day and night ; then extracts the luminance information of the current video frame , the switching between the circadian algorithm is determined .
