Abstract


With the use of modern information technology in a growing number of government agencies in their management and service functions , e-government has gained rapid development . E-government construction can significantly improve the efficiency of the work of government departments , to promote communication and collaboration between different departments . -Government science and technology project management , technology project management platform , a place in the e-government . Technology project management platform as countries certain unit -level department since 2006 ( hereinafter referred to as a unit of ) science and technology project management tools , has given a unit of work has brought convenience to promote the development of e-government in the Ministry of However , over time , the increase in departmental functions , intersectoral collaboration enhanced the original technology project management platform already can not meet the current business needs , the development of the new version of the technology project management platform V3.0 is put on the agenda . V3.0 version in addition to the enhanced functionality of the original version , but also put forward new demands for resource management and resource statistics , and as the core of the system for information management of data , easy government departments to conduct a comprehensive analysis of statistical results based on the information , to strengthen the monitoring and management of the project . The main service in the platform for government departments , constantly revised with the policies of government projects , system requirements with the frequent changes at the same time a long period of maintenance of the platform , and has placed enormous demands on the scalability and flexibility of the platform . In this paper, the Java graphics solutions JFreeChart Java mail technology JavaMail Java Excel processing technology POI introduction of the project core module resource management , and resource statistics module higher scalability and ease of use, design and realization of effective realization the user needs . The paper first introduces the research background and related technologies in science and technology project management platform system overall framework is introduced , then elaborate on the Design and Implementation of the key modules of the technology management platform and show the actual effect on value and theoretical significance of the system , summed up the experience and lessons learned , the future direction of development .
