Abstract


The Economically Affordable Housing Policy is one of the most important projects to improve the wellbeing of urban residents. More than ten years development, this policy played an historic role in promoting the reform of urban housing system, combining the housing industry development with the national economy development, and especially in resolving the housing problems for the mid&low-income residents. On the other hand, however, our Economically Affordable Housing Policy is still in the tentative Investigation, the relevant theory support and practical experience are not mature. It needs to be discussed further and become more perfect.This article is written from the unique perspective of the public policy failure, around the research object of Economically Affordable Housing Policy for Wuhan city, dividing into the following five chapters:The first two chapters mainly introduced the background and significance for this topic, reviewed relevant literatures, and expounded the public policy failure and the organizational integration these two important concepts. The third chapter systematically reviewed of our country Economically Affordable Housing development process. Then aiming at Wuhan specific situation, analyzed the effects and problems of this policy. On one hand, it was played a key role in making the real estate in Wuhan healthy, the housing market price stable and the housing system gradually perfect. On the other hand, however, it also had several promlems.For example, the object is not clear, the housing supply is far less to meet the demand, the house selling price is too high, how to choose the location is in a dilemma and the room style and area is far beyond the limits of the rule made by the country. So on Chapter 4 based on the organization intergradations theory, the paper will be analyzed the internal mechanisms of the public policy failure from its substance, extent, and method and level for the organization integratations.In other words, it means that the organization intergradations is lack of the non-full integration, the appropriate degree integration, the thoughtful way of the“three- elements”integration and“three levels”integration. Finally, the new Economically Affordable Housing Policy was conceived from these four perspectives and the issues unresolved were discussed.
