Abstract


Bidding is an important method to cost control and select the best venders, which is playing an important role during the process. Especially in recent years, along with the labor and raw materials prices, lead to ship building industry, plus the cost of rising subprime crisis, the industry, the shipbuilding industry return rationality is gradually to compete with cost-effective products of buyer’s market transition, the market value of the rational regression makes the world each main shipyard competition development strategy will be a major change, gradually from the product differentiation strategies to improve product quality and to reduce the cost of development strategy, and give priority to the strategic changes to the execution of the main also means-project bid procurement put forward higher request. ZY company in the work of the bidding project purchasing use purchase way, summed up many valuable experience and methods for the enterprise, saved vast amount of cost, made a very good purchasing effect. But because of the public bidding system is still not perfect, subordinates, each shipyard bidding personnel in the operation of the factors such as there is a deviation, ZY company in the bidding process still exist in the many unsatisfactory places. In order to better implement project bid procurement and to ensure project smoothly and finish, it is necessary to put forward to the project bid procurement optimization procurement strategy.This article from the project practice of purchasing, ZY Company drilling platform actual purchasing projects for the background, standing in the point of view of the enterprise, none for obtaining the maximum interests and research should make the purchasing decision and methods. Through the sea of ZY company work procurement actual situation analysis, using game view, quantitative analysis and qualitative analysis is established by combining the ZY company offshore project bidding game model, and will use the model analysis, and finally to the actual bidding case ZY company offshore project problems existing in the public bidding acquisition put forward a constructive comments and Suggestions.
