People with disabilities is a special social group, should be particularly concerned by the whole society. Degree of social security of persons with disabilities, from a different angle, reflect the level of welfare and security of a country or regional and the degree of civilization. According to the second 2006 National Sample Survey on Disability Statistics show that there are 82.96 million disabled population, disabled population is large, currently,there is a big gap between supply and demand of the social security of persons with disabilities in China. In context of building socialist harmonious society, to re-examine the issue of social security of persons with disabilities, to improve the social security system of the disabled, which have important theoretical and practical significance to establish social security system of covering entire population .Disabled social security is one of the social security system.It means the state guarantees disabled person get basic material assistance in their old age, disease, lack of ability to work and retirement, unemployment, lack of education and other circumstances, and based on the level of social economic and cultural development, give disabled person corresponding rehabilitation, health care, education, employment, cultural life, environment, protection of the rights and interests in order to maintain social stability, realize the goal of disabled persons "equality, participation, sharing". This article ,Firstly, analysis the basic theory of social security for disabled person and social security research situation of abroad, on this basis, reviewes the development process of the disabled social security system in China.Secondly, analysis in-depth the research situation of the disabled social security system and problems from social insurance, social relief and social welfare.Thirdly, analysis constraints of affecting the development of disabled social security system from investment, legal system, organization and culture. Finally, on the base of situation, problems constraints , puts forward some suggestions of improving the social security system of the Disabled In China.
