Abstract


As a window for governments render services to the public, administrative examination and approval is an important way to perform government functions. With the continuous development of the socialist market economy as well as the deepening of various reforms, we should change the functions of the government and improve the methods of management. Not only to achieve a scientific allocation of government functions, optimization of organization structure and rational integration of process, but also to comprehensively improve governments’administrative capacity, management ability, decision-making capacity, emergency handling capacity and public service capacity. Lately, it is a key point of our information task to enhance the efficiency and reduce the costs of administration, form a code of conduct, well-coordinated, fair and transparent, clean and efficient administrative system. But the shortcomings of traditional administrative examination and approval are increasingly clear, such as too many items and links to approval, too long for an approval, non-transparent approval and so on. As a result, a new administration approval model which can successfully overcome the drawbacks is in urgent need, and online approval is out of question meet this needs to become the key means to perform government functions in the situation.Aimed at conquer the drawbacks of traditional administrative examination and approval models, I make best use of J2EE coding technology to design and develop an online examination and approval system. This online approval management information system focuses on the approval works and comprehensive assessments, so as to achieve the following functions, such as making government affairs public online, reporting online, cooperative office online, and office management online. It can also comprehensively assess the whole process of administration approval. In this way, we can further standardize the approval procedures, reduce approval time, enhance publication of government affairs, improve work efficiency and strengthen the supervision of approval process.Through the online examination and approval system, users can learn online approval process, submit applications and required materials of project approval, look over approval status and results and communicate with Government servants anytime and anywhere. In the meanwhile, governments’servants are able to deal with online approval. Goals we are pursuing are information recycled, office automation, management modernization and decision-making scientization. Consequently, in the planning and design of this system, I introduce a platform-oriented, component-based, personalized, user-friendly design concept.
