Abstract


“Diao yu zhi fa”refers to the law enforcers set a trap,No illegal deliberately deceived in casual illegal, again on the implementation of the sanctions a legal fraud. In recent years, Chinese governments to blow, regulating the operation in black, create a harmonious transportation market, do a lot of work to do, legitimate government departments of the power and responsibility to safeguard the social and public interests. However, in some cities appeared to maintain the market do seek fame, departmental interests and reality of the self-interest "Diao yu zhi fa" event, in the society caused serious adverse impact, this actually fraud "fill" behavior and honesty and credit principle is not consistent with, society disgraceful consideration is a heavy blow. Meanwhile, the administrative law enforcement departments knowingly breaks the law, abusing power for the behavior of public value deviation, resulting in public management collapse.In this paper, we use the Sun Zhong Jie case as a typical Shanghai "Diao yu zhi fa". From the perspective of public administration management , the use of Sieber depth theoretical analysis of the conversion mechanism to analyze the causes of failure of public administration management , and the process of policy implementation deviation, is aimed to provide the optimization measures of objective revenue maximization for the current implementation of public case policies. It’s also aimed to provide the corresponding experience and references for the public sector to effectively prevent the collapse of public management in its managerial process.This paper discusses from the following 4 parts. The first chapter mainly outlines the background of the case and the management theory . It takes the example of the Sun Zhong Jie with our selected topic and tries to illustrate the public administration failure from a whole new perspective of the conversion mechanisms theory. The second chapter is the theory part which illustrates clearly on public administration failures and includes the definition of the public administration failure, the deviation of public policy implementation and the theory of the conversion mechanisms. All these three parts makes a firm basic theories for the following case studies. The third chapter is the case study part which was combined with the case and the theory. It analyzes the process of public administration failure caused by“Diao yu zhi fa”and then brings out the fourth part which investigates the influence of the change of the conversion conditions, and provides relevant experiences.
