Abstract


Land as mankind's survival and socio-economic development of the material basis, is the fundamental source of social productive forces, it is humanity's most precious natural resources. With the economic and social development, sustainable development is increasingly the attention of the governments of the world and society, and as the material carriers of all human activities, it is particularly important to the sustainable use of land resources, and the sustainable development of human society an important foundation and core content. The evaluation of the sustainable use of land is the core issue of sustainable land use study. Evaluation purposes, through scientific and objective evaluation, analysis of regional land use, natural and social properties, to measure the land whether rational use of standards, monitoring the status and extent of sustainable land use, to determine the current land-use system in which the state and the problems in order to establish a comprehensive sustainable land use decision-making and coordination and management mechanism, and provide the basis for the realization of the sustainable use and management of land. On the basis of theoretical studies in sustainable land resources as the basic unit of land use systems in Harbin, Harbin City land use conditions and the status quo, the establishment of land resources, the sustainable use of the evaluation system, and the use of land resources in Harbin conditions and the status quo of the data analysis and comparative study, the introduction of resources and environment indicators, the three elements of the economic indicators, social indicators, identify indicators of a combination of qualitative and quantitative system analysis - AHP weights, the application of fuzzy math membership function of the indicators in the index system the dimensionless treatment, then 11 years in Harbin sustainable land utilization level, with coordination degree model obtained in Harbin sustainable land use coordination degree obtained with weighted. The results show that: In 1996, the Harbin Municipal Land sustainable use level of 62.71, stage is preliminary sustainable use; 2006 in Harbin sustainable land utilization level of 81.89 in the stage of basic sustainable use. Coordination degree, although with some fluctuations, but the overall upward trend, good coordination. And on the basis of this study, to explore the factors that hinder the sustainable use of the land in Harbin City, the future continue to promote the sustainable use of land level of Harbin City, put forward a few suggestions.
