Abstract


The government investment projects play significant roles in national economy, and they are characterized as: large amounts of investment; great social influence; attracting high public focus etc. Therefore, strengthening the supervision of government investment projects, perfecting the supervision model of government investment projects are particularly important. However, for a long time, the phenomenon of“three excesses”that is“exceeded investment, super- scale, super standard”often occur in the implementation of our country government investment projects. Investigating its reason, on the surface of the phenomenon it is due to inadequate experience of professional management unit but actually it is due to the lack of government investment constraint and supervision mechanism. It is worthwhile conducting research on how to standardize the construction of government investment projects through stronger supervision.This paper firstly makes an introduction to the related details of government investment projects, and elaborates on the concept, principle, subject and object, as well as the methods of supervision in government investment. Then according to the realization of our government investment projects in China, the supervision of government investment projects will be divided into the supervision in phases of decision-making projects and the supervision in phases of implementation of projects. From the analysis of some typical cases, with the relevant supervision and theory analysis, the author focuses the government projects supervision on project approval, project bidding and government procurement these three key problems of supervision, and analyzes the crux of the role in search of government investment project supervision mechanism. Finally, in this paper, the author takes into account his own research results and then puts forward the measure and suggestion to solve the problem of government investment projects supervision.
