With the rapid development of economy and society, the ecological environment is serious damaged, and soil and water is losing, vegetation is degenerating, biodiversity less sharp, and so on. So that, how to actively develop the ecological construction, develop ecology and economy persistently is becoming the important and problems to be solved.Poyang Lake is the largest freshwater lake, the ecological environment quality is good, but with the industrialization, the urbanization and the process of the agricultural industrialization vigorously promote, the pressure of the Poyang lake in resources and environment is increasing."Poyang Lake become the national strategy.This thesis is bases on the coupling of ecological capital operation and ecological compensation, which constructs the coupling mechanism of ecological capital operation and ecological compensation. Based on the analysis of the ecological capital, this thesis firstly divides Poyang eco-economic region for functional areas, and then imports the ecological footprint model to measure the ecological capacity of each function region of Poyang Lake, and finally evaluates the comprehensive of on the coupling and puts forward suggestions. So, the main conclusions are as follows:Firstly, through the analysis of the factors of ecological capital operation, we know that the ecological capital operation points should be four steps, that is starting operation of ecological capital firstly, and secondly we can raise of the ecological capital through the capital operation, finally it can realize ecological capital monetization through ecological capital appreciation further.Secondly, through the measurement of the ecological capacity of Poyang eco-economic region used the ecological footprint, it concludes that the ecological footprint of the Poyang Lake is large, and the difference of the total ecological footprint in six functions is bigger, and also, there is difference among various types of land ecological footprint. All, Poyang Lake of the six functional areas ecological economic zone are ecological surplus, and they are in state of relatively sustainable development.Thirdly, we analyze the ecological capital operation and ecological compensation to construct the coupling mechanism model of ecological capital operation and ecological compensation. So that, we constructs the "one center, two lines, three zones" as the pattern ecological capital operation to achieve ecological compensation. Finally, we set up an ecological capital accumulation model to realize the accumulation of the ecological capital.Poyang eco-economic region which may realize the aim of the sustainable development in ecological-economic-society shouldn’t just rely on the ecological compensation for the protection of the environment or develop the economic ignoring environment, so that this thesis puts forward the coupling model of the ecological capital operation and ecological compensation, and it can not only realize the value of ecological capital, and can drive the local economy. It will provide new ideas for less developed and ecological resources areas to construct and optimize ecological, economic and social development.
