Abstract


Intangible cultural heritage is the extremely rich and valuable cultural wealth that created by the ancestors for thousands of years, which is a national historical witness and carrier, with ethnic-specific spiritual values, modes of thinking, imagination and cultural awareness, reflecting a national vitality and creativity. Just as the“Declaration of Chengdu”which delivered in the“International Festival of the Intangible Cultural Heritage”on 24th May, 2005 in“Chengdu saying”: Intangible Cultural Heritage is human life memories, spiritual source of human creativity, human essence of wisdom, the revelation of world’s cultural diversity and permanent spiritual home of human. Therefore, it is extremely important to protect the intangible cultural heritage.Tibet is a place inhabited by minority nationalities in China. Because of its unique geographical location and the human environment, Tibet forms a type of rich and unique cultural heritage through the aggregation of thousands of years, such as folk customs, traditional crafts, drama, dance, music, etc. All which extremely have important cultural values. However, with the social development of Tibet and the deepening economic ties with the outside society, especially the influence of foreign population and the impact of modern life, the cultural ecology of Tibet has changed dramatically, more and more intangible cultural heritage is under the impact and is disappearing. Therefore, how to strengthen the protection of intangible cultural heritage of Tibet has aroused more and more concern by the government and society.Tibet Government launched the official protection of intangible cultural heritage in 2005. With respect to its protection achievements, Tibet still has a large gap compared with the mainland provinces and cities. There are still a lot of problems in the local laws and regulations of the construction, capital investments and operational activities, census and publicity, bearers and talents, and so on. Consequently, the essay attempts to get a better understanding of the current situation of the project on protecting the intangible cultural heritage on the basis of that study of domestic and foreign governments. It focuses on the current problems that Tibet government who acts as a leader in protecting Tibet Intangible Cultural Heritage. Furthermore, referring to the experience of domestic government and other countries, the essay puts forward some well targeted solutions on legislation and policy mechanisms as well as succession and development mechanisms on the basis of local conditions in Tibet to strengthen the protection of intangible cultural heritage for Tibet local government.
