Abstract


Currently overloading transportation has become the important factor which damages the healthy and orderly development of the market in China. Overloading transportation brings in excess profits to the owners, meanwhile causes many external costs to society. In the field of the external load transportations, pollution of the circumstances along the highway is remarkable. According to the externality theory and environmental economics, it’s necessary to transfer the excess profits into external costs in order to bring overloading transportation under control. In this way overloading transportation owners have to undertake the social costs. Therefore, it is necessary to estimate the environmental costs caused by overloading transportation, using it as a basis for collection of overloading vehicles to get environmental compensation rates. In order to curbing overloading transportation and governing environmental pollution.By analyzing the types of overloading vehicle’s pollutant emissions and noticing the disadvantages, the environment cost calculation model has been built based on the external theory and environmental economics. It starts from overloading vehicles and emission mechanism of the emission characteristics to distinguish the relations between the vehicle overload levels and instantaneous fuel consumption and the unit discharge rates. Meanwhile, it’s better to combine emissions of the engine characteristics, build and test roads models of overloading vehicles instantaneous emissions. Then under the premise of analyzing the damage which the overloading vehicle’s emissions cause for the human health and the natural environmental along the highway, the article describes the constitution of the overloading transportation. Making models on environmental by using it as a basic. It combines the instantaneous emission levels, overloading vehicles in traffic flow, road environmental characteristics of the surrounding area and other factors. In the light of the environmental economics and uses damage rate function to connect economic losses with pollutant emissions. In order to estimate the environmental cost, it’s necessary to building up the comprehensive calculation models. Finally, by showing some specific examples of Hunan express way; this article proves the effectiveness of the theories and methods.The innovation of this paper is to build the calculation model through analyzing the impact that the overloading transportation has for the vehicles emissions, and then using it as a basis to calculate the environmental costs caused by overloading transportation. This study is promoting on the collection of overloading transportation compensation rates associated with external costs and the development of certain calculation theories.
