Abstract


Currently, our communications companies are facing opportunities of“triple play”, 3G mobile communications market development and management mechanism innovation in the transition period of Chinese economic development mode. Meanwhile, in the background of telecom companies restructured in 2008, due to the transition operators, adjusting the structure, re-innovation has become the industry’s developing trend. In order to open up new prospects for Chinese telecommunications industry, how to evaluate the operating performance of the communications enterprises scientifically and accurately has become an urgent problem. This paper introduces a new system of performance evaluation based on the EVA-BSC, while using the balanced scorecard evaluation tools and key performance indicators for system evaluation of the communications business performance in a strategic point.This article concerns performance evaluation of the communication enterprises on the value creation point. EVA-BSC Performance Evaluation model has been build based on the enterprise value theory, strategic performance theory and stakeholder theory; and analyzed the evaluation principles and framework for communication enterprises under the new situation; Chinese Communication enterprises learn from the differences combined with historical experience of the performance evaluation of the large Communication enterprises abroad, and face the problems of the comparison; Lastly, using the analytic hierarchy process and expert Delphi method, this article establish EVA-BSC business performance evaluation model and the core performance evaluation systems of communications companies in China from the direction of our performance evaluation and historical experience, in order making the indicators more reasonable and continuing.Performance evaluation in this study provides a guideline of the problem the communication enterprises faced at the application level, and helps the enterprise to improve the operability of the practical work.
