Abstract

The influence of climate change on global economic and security is increasingly serious threat, so international low-carbon is being carried out worldwide. With economic development continuously in rural areas of china, life、production and consumption changed greatly, because of unique complex geography、dense population、different regional and so on, the countryside of china will be the largest market in the future, especially in the promotion of low-carbon、green ideas、environmental protection and sustainable development, it will generate large“correlation effect”.we can exploit the advantages of the countryside and plan the rural construction and development according to the study of new countryside construction based on low-carbon, it will turn the countryside which is being carried out low-carbon into more low-carbon, turn high-carbon rural into low-carbon, and effectively prevent the countryside which is being implemented low-carbon from being high-carbon. The achievement of these will be a very important theoretical and practical significance to“agricultural development、rural prosperity、farmer welfare”.Based on this, the author tries to define the concept of low-carbon rural according to Multiplex Study、Integrated Learning and Compared Study, manages to elaborate the issues which emerge in the new countryside construction, and proposes the countermeasures and policy recommendations for building low-carbon rural. The paper is divided into four chapters, the following is main contents:Chapter one is introduction. Discussing the research background and significance, low-carbon economy and new countryside construction at home and abroad、the research contents and methods, the innovation and the improvement of the paper.Chapter two involves definiting the concept of low-carbon rural and problems which emerge in the new countryside construction. Bases on the theory and practice at home and abroad, we are discussing its contents, features and effects.Chapter three tries to analyze“low-carbon short-board”esposed in the current new countryside construction of China. That is mainly in infrastructure a“carbon”tendency, poor farming caused environmental problems, pollution is more serious in rural production chain, the concept of farmers has lagged behind consumption, new energy development and utilization of fatigue, etc., and exploring the underlying causes of its formation from the ideological roots-Environmental concept is relatively weak, and lack of knowledge, the cause-the extensive mode of economic growth and market failure, institutional reasons-lack of government investment in environmental protection and management is not complete, because the system-the rural environmental laws and regulations and policies four aspects of incomplete analysis.Chapter four proposes the countermeasures and policy recommendations for building low-carbon rural. Attempting to explore an integrated system for developing low-carbon rural. Specifically, strengthening scientific guidance functions of government for building low-carbon rural environment system; Encouraging low-carbon agricultural production to improve the overall efficiency of agriculture; Accelerating the pace of low-carbon rural construction to constantly enhance the development potential in rural areas; Actively fostering farmer low-carbon concept, and vigorously promote them to improve consumption.
