Abstract


Our to build livelihood fiscal policy system is the reality of the inevitability of the institutional transition , is an essential requirement for building a harmonious society , reflects the local community and people's livelihood in China . Build livelihood fiscal policy system has good economic , social, political , and other aspects of the effect , and the progress of history . Stage and build the people's livelihood and financial policy system is scientific , rational , appropriate . Few theorists livelihood fiscal policy system , however, in our practice , the Report on the Work of the Government has increased year by year the people's livelihood expenditure budget , which marks China began construction finance to livelihood finance excessive and transformation . The urgent requirement academics provide a theoretical study and interpretation of financial and livelihood of the people of the people's livelihood fiscal policy system build . This paper attempts to do the work in this area , in order to discuss with the relevant experts and scholars do . The basic idea of this study is to start from the definition of the people's livelihood issues , the people's livelihood narrow sense into the people's livelihood elements , then the people's livelihood elements injected into the current system of fiscal policy , through the design of policy instruments , policy enforcement mechanisms , livelihood budget system , intergovernmental fiscal relations . facility to build the people's livelihood and fiscal policy system . The basic part of this study include the issue of people's livelihood and the livelihood of financial , the livelihood fiscal policy system proposed background and content and build the sense of people's livelihood and financial policy system , principles, methods and recommendations . Specific content structure is divided into four parts : the first part of the proposed basic concepts about livelihood issues , including narrow and broad and narrow angle clarifies the connotation and essence of the people's livelihood finance ; second part describes the connotation about ancient livelihood fiscal policy system and of the meaning of the system of people's livelihood and fiscal policy and different policies ideological proposition; part III focuses on build livelihood fiscal policy system is proposed to build the significance of the principles and methods and framework ; fourth part of the policy proposals , a good grasp of the current policy excessive system to the system of people's livelihood fiscal policy .
