Abstract


Chinese cities have basic universal old-age insurance , as well as supporting policy measures , in most rural areas , the old-age security measures and the whole social security system is still in the absence or lack of sustainability . Heilongjiang is a major agricultural province , with the rising proportion of the elderly population , rural population structure will be the the young type to the type of old , entered the aging society . A large proportion of the rural population , and the pension problem solve imminent . Papers by rural social old-age security system in Heilongjiang Province , the combination of the province features and the actual situation in rural areas , put forward the idea of the rural social old-age security system in order to solve the problems faced by the current rural social old - age security system has profound theoretical significance and practical significance. Establishment and improvement of the pension system in rural areas , to improve the theoretical system of rural social old-age security system to provide a theoretical basis for the establishment of urban and rural social old-age security system integration and deepening the reform of the rural economic system ; aging population in rural areas can not only solve the problem of rehousing , and more can create a good environment for the economic development of Heilongjiang Province , to open the way for the popularity of China 's rural old-age security ; Heilongjiang Province, industrialization, urbanization , can promote the elimination of urban-rural dual structure , to achieve social equity , and maintain social stability , accelerate social practice of the new socialist countryside construction process .
