Abstract

Affect the domestic politics of international forces as the theoretical basis points, the main communication actors, domestic institutional change with the international regime on access and communication behavior by examining body's role and influence in the WTO accession process of countries with economies in transition, to explore the communication actors classification, means of communication, impact and performance. This article hopes through the research of the communication behavior, a better understanding of the international forces (the international system), the association between domestic politics (domestic institutional change). Firstly, in theory defined definition of domestic politics (domestic institutional change) and the international forces (international regime on access). Followed by a short description of international forces affect domestic politics related to the classical theory of foreshadowing communication actors in the domestic political definition under the influence of the international forces on the communication behavior communication and communication purposes, as well as the communication performance and communication actors classified according to the government category and non-governmental category, and details the important role of the body in the process of communication behavior, significance and impact. On this basis, the paper further narrow the scope of the theory, the main role of communication actors in the country's access to the WTO process of economic transformation. By own particularity and countries with economies in transition, and countries with economies in transition, communication actors are divided into three categories of government departments, the private sector, and international forces, and proposed a new applies to new economies in transition in the country to communicate with the outside. by: Composite communication. This paper not only emphasize the special nature of the economies in transition, and also stressed the importance of the integration of the world economy as well as the development of new technologies for communication at home and abroad. This paper argues that a new way of communication is a continuation and development of the original way to communicate, but communication actors involved in more diversity, initiative and broad. To China and Mongolia, as an example, by studying the cause of China and Mongolia WTO the access process communication behavior communication, communication process, communication behavior of Classification, means of communication, and communication performance, verify the foregoing theoretical part of this article, and may a related revelation. The face of the international forces, communication actors is an important force for connection at home and abroad. International forces can enter a country's domestic political actors through communication and impact of institutional changes in the country. With the increasing integration of the world economy, international forces are more and more by the representatives of the international organizations or other international forces into the political decision-making network. China needs to face a variety of domestic and international communication actors, the perfect domestic policy network construction, the protection of China's own national interests.
