Abstract


Regional development planning includes Land Planning, Regional Planning, Five-Year Planning, regional development strategy and so on. Regional development planning in this article refers to the Five-Year Planning and this article takes the 12th economy social development overall plan of Liaoning province as an example. Spatial development strategy in this article focuses on the study of region’s spatial layout, carrying out a spatial concept on regional development planning.Spatial development strategy is an important part of Regional Development Planning. It is also one of the important topics of the12th Five -Year Planning. Regional spatial development strategy refers to the region’s industrial development layout, layout of urban and rural development, infrastructure construction layout and plays a key role on long-term development of the region. However, which contents does the spatial development strategy include? How these contents are indicated? No one to make a systematically summarize from the theory and no one to do a systematically analysis from the empirical. Therefore, this article summarizes the research mentality of spatial development strategy from development strategy localization, concept space division, main function district and the space governance division and carries on a systematical conformity about related concept and theory basis to form a system.The structure and content of this article is as follows:The first part of this article introduces the research background, the goal, the significance and the research mentality. The second part of this article introduces the domestic and foreign research tendency, as well as spatial arrangement research situation of Liaoning province. The third part of this article analyzes the connotation, the theoretical basis, the research mentality of regional development strategy and carries on the empirical analysis to Liaoning Province space developmental strategy localization from SWOT analysis, role which should be undertaken, relevant planning, to make every effort to carry on a science localization for Liaoning province. The developmental strategy localization is the foundation of the regional spatial layout. The fourth part of this article analyzes the connotation, the theoretical basis, the research mentality of concept space and forms development concept space of Liaoning on base of considering related theory, absorbing the content of urban system planning, transport planning , industry development planning, ecology planning. Concept space is divided according to the Major Function Zone. The fifth part of this article describes the division mentality and the division result of Major Function Zone. The Major Function Zone is foundation of spatial governance districts. The sixth part of this article analyzes the connotation and theoretical basis of spatial governance districts. Spatial governance districts are divided into develops and limits two categories according to the development direction. It carries on a summary about key development areas and natural protected areas of Liaoning province. The seventh part of this article states the basic conclusion and the place which needs to i improve further more.This article conducts the research to spatial developmental strategy of Liaoning province by methods of literature research, qualitative analysis, empirical analysis and so on. Is helpful in making comprehensively, scientific, objective planning to the spatial arrangement of Liaoning province and it also provides essential theory basis and research foundation for the 12th Five-Year Planning.
